本文探讨了北京市主要供水源地———密云水库对密云县经济发展造成的外部性及由此形成的北京市与密云县区域利益互动格局 ,并运用资源价格理论和新产权理论对这一现象进行了分析。最后 ,作者提出了一些资源与环境管理的政策建议和密云县可持续发展的战略设想。 This paper explores the externalities caused by Miyun Reservoir to the economic development of Miyun County, the main source of water supply in Beijing, and the interactive pattern of the regional interests between Beijing and Miyun County. Based on the resource price theory and the theory of new property rights, Phenomenon was analyzed. Finally, the author puts forward some policy recommendations on resource and environmental management and the strategic plan for sustainable development in Miyun County.
