在收费公路领域,通行费率定价应由政府价格规制职能与市场价格机制共同发挥作用。但是目前收费公路领域定价由政府主导,价格机制发挥余地有限。因此,本文试图分析政府价格规制职能与市场价格机制发挥作用的领域和二者的边界问题。最后探讨收费公路政府价格规制职能设计的原则与目前价格规制职能存在的问题。
In the field of toll roads, the toll rate pricing should be jointly played by the government price regulation function and the market price mechanism. However, pricing of toll roads is dominated by the government and the price mechanism has limited room for development. Therefore, this article attempts to analyze the boundary issue between the government price regulation function and the market price mechanism, and the boundary between the two. Finally, the author discusses the design principle of toll road pricing regulation function and the existing problems of price regulation function.
