竞争性采购方式是指以竞争方式取得标的的采购方式。应用最广泛的有招标、比选、询价和竞争性谈判。这些采购方式在工程建设领域和政府采购领域的运用已非常成熟。企业员工的培训,作为人力资源的重要组成部分,是指为了提高员工知识和技能,增加员工能力,从而促进员工现在和未来工作业绩所做的努力。近年来,随着企业管理工作的日臻完善,无论国企、外企和民营企业对员工的要求都逐步提高,各类企业投入了大量的人力、物力和财力在企业内部培训上。以竞争性方式对其课程进行采购一方面保证了采购过程的公平、公正与公开透明性,另一方面可以通过竞争更好地梳理需求提升课程内化质量。在实践中有一定的指导意义。
