随着通信行业改革的不断深化,中国电信发展的形势和生存环境已经和正在发生巨大变化,通信和信息的边界越来越模糊,市场竞争随之愈演愈烈。从中国电信开始实施转型战略,提出要从通信网络运营商转变为综合信息服务提供商战略目标。经过几年的跨越发展,业务的转型、网络的转型取得了巨大突破,但管理和人力资源转型的步伐相对缓慢,已成为企业成功实现转型的瓶颈和桎梏。文章将从激励机制方面分析,并进一步探讨关于中国电信如何解决人才管理与培养的问题。
With the continuous deepening of the reform in the telecommunications industry, the situation and living environment for the development of China Telecom have undergone and are undergoing tremendous changes. The boundary between communications and information has become increasingly blurred and competition in the market has become increasingly fierce. Starting from the implementation of China Telecom restructuring strategy, proposed from the communications network operators into integrated information service provider strategic objectives. After several years of leapfrog development and business transformation, the network transformation has made a tremendous breakthrough. However, the pace of management and human resources transformation has been relatively slow, which has become the bottleneck and obstacle for the successful transformation of the enterprise. The article will analyze the incentive mechanism and further explore how China Telecom can solve the problem of talent management and training.
