非洲国家石油开发所出台的法律法规构成其本土化战略的制度基础。非洲石油部门监管严格化、生产本国化及其在非洲大陆范围内的横向合作则是本土化战略的逻辑延伸。本土化战略的形成根源于非洲石油在国际能源格局中地位的提升以及非洲石油国家政治经济环境的变迁。非洲石油开发本土化战略实践主要体现在石油开发监管严格化、石油资源开发本国化趋向、非洲国家之间的横向跨区合作三个层次。非洲石油开发本土化战略是当前非洲各产油国石油开发政策的重要取向,其实质在于增加资源国在国际石油开发合作中的利益分享,非洲石油开发本土化的意义在于非洲自身成为国际石油公司的新的竞争者,将会增加外国石油公司在非洲的石油开发成本,挤压外国公司的生存空间。
The laws and regulations promulgated by African countries in oil development form the institutional basis of their localization strategy. The stringent regulation of the petroleum sector in Africa, the localization of production and its horizontal cooperation within the African continent are logical extensions of the localization strategy. The formation of localization strategy is rooted in the upgrading of Africa’s oil in the international energy structure and the political and economic environment in African oil countries. The strategic practice of the localization of oil exploitation in Africa is mainly reflected in the strict supervision of oil development, the nationalization of oil resources development and the horizontal cross-regional cooperation among African countries. The essence of Africa’s oil development localization strategy is the important orientation of oil development policies in various oil-producing countries in Africa at present. The essence lies in increasing the sharing of resources among resource-rich countries in international oil development cooperation. The significance of the localization of oil exploration in Africa lies in that Africa itself becomes an international oil company New competitors will increase the oil development costs of foreign oil companies in Africa and squeeze the living space of foreign companies.
