公务员处理危机事件要具备以下的基本意识:服务意识,危机意识,程序意识,合作意识。而公务员在处理危机中的紧急应急能力主要是收集情报的能力;处乱不惊,迅速反应的能力;准确的判断和分析能力;组织协调和执行能力;总结经验和研究学习能力。目前,我国公务员在应急能力方面同要求还有一定差距,主要表现为危机意识淡薄,缺乏沟通意识和能力,缺乏迅速反应能力。提高公务员的应急能力,应从严把公务员考试关、增强能力培训和建立公共危机事件处理情况评估机制三方面入手。
