中华人民共和国交通运输部令2014年第19号《铁路运输企业准入许可办法》已于2014年11月15日经第12次部务会议通过,现予公布,自2015年1月1日起施行。部长杨传堂2014年12月8日第一章总则第一条为维护社会资本投资建设经营铁路的合法权益,规范铁路运输市场秩序,保障公众生命财产安全,依据《中华人民共和国行政许可法》、《铁路安全管理条例》等法律、行政法规和国家有关规定,制定本办法。第二条在中华人民共和国境内依法登记注册的企业法人,从事铁路旅客、货物公共运输营业的,应当向国家铁路局提出申请,经审查合格
