本刊特约记者采写的《两个转变的结合点是企业——吴仪部长谈外贸体制转轨》一文中指出:实现两个转变的结合点是企业,因为企业是经济活动的主体,而国有企业又是我国经济发展的主体。如果仅仅实现了经济体制的转变,而企业依然不把科技进步和提高劳动者素质放在首位,那么,国民经济的有效增长仍然难以实现。因此,应当狠抓外贸企业改革。就对外贸易增长方式而言,以追求数量增长为主的粗放型经营方式不符合我国出口发展的战略方向。因为我国人均资源占有量低于世界平均水平,靠大幅度增加出口数量来求得出口金额增长的路子越来越有悖于国情。
