纵观改革开放三十年的伟大实践和成功探索,我们的经济从高度计划的经济体制逐步发展为社会主义市场经济体制,国家对国民经济的管理从事无巨细高度计划过渡为以宏观调控为主。与此相适应,我国的行政管理体制也分阶段、有步骤地进行过多次大的改革。尽管每次改革的背景不同,任务不同,过程有难易,效果有大小,但历次改革总体上都适应了生产力发展的阶段性需要。同时也要看到,经过三十多年的改革开放,我国政府生存和发展的经济基础、国际环境、社会条件发生了深刻变化,以人为本,全面可持续的科学发展观对行政体制改革提出了新要求。这些改革为推进“大部制”改革奠定了坚实基础,这次中央的“大部制”改革就是上述改革实践的继续和深化。
