1970年 1月1日中华人民共和国电信总局成立。邮政专业成立邮政总局与铁道、交通部合并。邮、电从中央到基层都分开后,在地方,邮政由省、市,自治区革委会和交通部双重领导,以地方为主;电信由各级军区和各级革命委员会双重领导,以军事部门为主。 3月10日周恩来总理在各部委负责同志参加的会议上指示邮政要改变过去的落后状态。并指出,邮政是全国统一的,放在一个县怎么行?要全国统一管理。 5月15日至6月6日召开全国战备电信会议(简称“七○五”会议)。李作鹏在会上指出:“电信系统政治和组织不纯的情况相当严重,要吐故纳新。” 7月23日至8月12日电信总局召开政治工作经验交流会,落实“七○五”会议精神。
