An article by Kuang Xianming, director of the Economic Research Institute of China (Hainan) Reform & Development Institute, pointed out in his article entitled “Upgrading of Consumption Structure in Our Country: Transition from Survival Consumption to Service Consumption”. Since 2011, the growth pattern of China has seen a turning point in history and the contribution rate of consumption began to exceed Investment contribution rate, consumption instead of investment has become the first engine to stimulate economic growth. On November 11, 2015, Premier Li Keqiang chaired a State Council executive meeting to deploy to upgrade consumer spending to promote industrial upgrading, foster a new supply of new impetus to expand domestic demand. After 11 days, the State Council promulgated the “Proposal on Accelerating Development.”
