利用世界银行“特别信贷”100万美元开展的“黄河流域水资源经济模型研究”项目在国家计委、财政部,水利部、黄委会等有关部门的关心和支持下,黄委会设计院经过两年多的努力,提出了包括项目最终报告、项目技术报告、基本资料、专题研究报告等52本成果报告,建立了一套适用于大江大河水资源规划管理的计算机模型系统,实现了预期目标。
