衡水市桃城区是水利部批准的全国节水型社会建设试点,也是河北省首批建设节水型社会试点之一。桃城区与其他试点的不同之处在于,该区以地下深层水资源开采利用为主,深层地下水的长期超量开采,引发了地面沉降、咸水入侵等一系列社会、生态问题。咸淡混浇和节水灌溉技术的推广应用一定程度上缓解了深层地下水超量开采状况和当地水资源供需矛盾,但从长远来看,只有建立以水权理论为指导.政府调控与市场调节有机结合,管理体制完善,运行机制合理的节水型社会,才是缓解当地水资源供需矛盾的根本措施。桃城区自2004年8月正式启动试点建设后,没有简单照搬现有模式的成功经验,而是立足实际,勇于探索、大胆创新,逐步摸索出了一套适合以地下水为主要水源地区的节水管理体制和运作机制,并在试点村建设中初见成效,得到了水利部及省水利厅高度重视。请看来自衡水市桃城区的报道——
