80年代,中国的对外开放从建立经济特区为开放“窗口”开始 自1979年7月15日中共中央、国务院批转广东、福建两省省委报告,到1989年3月 25 日至4月 12 日举行的第七届全国人民代表大会第一次会议决议,中国先后建立了深圳、珠海、汕头、厦门和海南岛5个经济特区。其后在经济特区和开放城市的部分地区还建立了一批对进、出口货物免征关税的保税区,以吸引外商前来投资,发展当地经济。
