深圳市第二次党代会提出了把深圳建设成为社会主义现代化国际性城市要以建立高新技术产业基地,区域性金融中心、商贸中心、信息中心和运输中心作为突破口,这是总揽全局又从客观实际出发作出的正确决策,对全市本世纪末下世纪初的经济建设和各项工作有着重要的指导意义。实现这五个方面的突破,形成现代化国际性城市的基本功能,是一件十分艰巨的创造性工作,是一个需要极大勇气的探索开拓过程,是一个必须为之作出奉献的历史使命。在实现这些历史性突破的实践中,必须坚定不移地以邓小平同志建设有中国特色社会主义理论和党的基本路线为指导,以改革开放为推动力,实事求是,敢闯敢试敢探索,才能完成这个光荣的历史任务。
The Second Shenzhen Municipal Party Congress put forward the idea of building Shenzhen into an international city with modernized socialism as a breakthrough point in establishing high-tech industrial bases, regional financial centers, business and trade centers, information centers and transportation centers. The correct policy-making made in the light of objective reality has an important guiding significance for the economic construction and various tasks of the city at the beginning of the 21st century as the end of this century. To achieve these five breakthroughs and to form the basic functions of a modern international city is a very arduous and creative task. It is a historical exploration and development process that requires great courage and a historic mission that must be made for it. In the course of realizing these historic breakthroughs, we must unswervingly take Comrade Deng Xiaoping’s theory of building socialism with Chinese characteristics and the party’s basic line as guidance, take reform and opening up as a driving force, seek truth from facts, Complete this glorious historical mission.
