2007年8月15~18日山东中部发生大到特大暴雨,新泰境内柴汶河流量高达1800m3/s,冲决河堤50m多,溃入新汶矿业集团矿井,造成“8.17”矿难事故。本文分析了“8.17”暴雨洪水形成的天气系统,并比较了新泰和济宁在面对同样级别的暴雨洪水时境内水库在调节洪水方面的不同作用,说明了超大暴雨洪水的发生,水库和泄洪河道在防洪预案准备和防洪能力方面的不足,无序采沙,以及废弃矿井填埋处理不到位等是导致矿难发生的原因。
From August 15 to August 18, 2007, a heavy rainstorm occurred in the middle of Shandong Province. The flow of Chaiwen River in Xintai reached as high as 1800m3 / s, over 50m into the bank of the Xinwen Mining Group, resulting in a “8.17” mine accident . This paper analyzes the weather system formed by the “8.17” storm flood and compares the different roles played by Xintai and Jining in regulating floods in the face of the same level of storm flood. It also illustrates the occurrence of super-heavy storm floods, reservoirs and Flood plains in the flood control plan preparation and flood control capacity of the inadequate, disorderly sand mining, as well as abandoned mine landfill in place is the leading cause of mine accidents.
