(一)前言高瀨坝和七仓坝是建于信浓河水系高濑河上游的蓄水坝,形成了抽水蓄能的新高濑河发电站(最大出力为1,280,000千瓦)的上水池和下水池;七仓坝拦成《中四沢》发电站(最大出力为42,000千瓦)的调节池。两座坝自昭和46年同时开始动工,七仓坝于昭和53年11月、高濑坝于昭和53年12月开始蓄水,并予定于昭和54年6月开始部分发电。蓄水期间及运转以后坝的安全管理措施,其重点系根据对大坝的观测、检查、巡视等来掌握坝的动态,并确保其安全。为此,东京电力公司分别在坝管理所和控制所设置计算机,
