The formal promulgation of the “Food Hygiene Law” signifies that China’s health legal system has entered a new stage. However, the problems that have emerged after the conversion of law enforcement entities and their impact on food hygiene supervision have become increasingly prominent. Therefore, exploring a food hygiene supervision and law enforcement system that is compatible with the existing laws, regulations, and national conditions is currently a top priority for public health law enforcement. 1 Existing problems in food law enforcement (1) Work efficiency is reduced, and administrative inaction is increasing. As the main body of law enforcement stipulated in the “Food Sanitation Law” is the government’s health administrative department (Health Bureau), and the supervision team remains in the health and epidemic prevention agencies (health and epidemic prevention stations), the separation of law enforcement entities and law enforcement teams is caused.
