网络舆情是社会舆情在网络空间的特殊表达形式,非常规突发事件网络舆情是基于非常规突发事件特殊性的一种舆情状态。本文基于非常规突发事件的内涵解读,分析了非常规突发事件网络舆情所具有的高度不确定性、严重性、恐慌性、超预期性、演变的复杂性、应对的不可控性等关键特征,得出非常规突发事件网络舆情涵盖事件要素、网民要素、媒介要素和政府要素等四个关键要素,厘清了非常规突发事件网络舆情的发生逻辑。
