In order to meet the needs of reforming the urban economic system and reforming the labor system, the State Council promulgated and implemented in 1986 the Interim Provisions on Waiting for Job-seeking Insurance of State-owned Enterprises, which marked the formal establishment of the unemployment insurance system in the context of reform and opening up. As of the end of 1991, 66.15 million workers participated in the overall plan of the unemployment insurance fund in the country, accounting for 88% of the total number of workers in state-owned enterprises.
