2006年1月1日起开始施行的《公务员法》在第5章规定了公务员考核制度。其内容包括33条-37条,共5个法条,主要规定了定期考核制度。其中第37条规定:定期考核的结果作为调整公务员职务、级别、工资以及公务员奖励、培训、辞退的依据。此法条显示了定期考核结果的重要意义。如此重要的制度和如此粗略的法条难免让人产生疑惑。定期考核的结果从何而来?考核内容是什么?怎么保证考核的正当性?这种考核制度的实际效用如何?带着这些疑惑,作者试图进行一下探寻,以期对公务员考核制度的完善有所建议。
The Civil Service Law, which came into force on January 1, 2006, sets forth the civil service examination system in Chapter 5. Its content includes 33 - 37, a total of five laws and regulations, the main provisions of the regular assessment system.
