本文是作者在管理科学研究学会第26届国际会议关于公共政策的专题讨论会上的讲话。这次会议是1984年6月19日在丹麦哥本哈根举行的。在讲话中他谈到,美国政府科学技术的三个主要部门(国防、航空与空间、能源)的高级行政官员对美国政府最近关于研究与发展政策变动所造成的后果发表了看法,他们都认为这种变动的前景是好的,总体上是有益的,同时也指出了需要改进的地方。
This article is the author's speech at a Symposium on Public Policy held by the 26th International Conference of Management Science Research Societies. The meeting was held on June 19, 1984 in Copenhagen, Denmark. In his speech, he said that senior administration officials in the three major departments of science and technology in the U.S. government (defense, aviation and space, and energy) expressed their opinions on the recent consequences of the U.S. government's policy changes on research and development. They all think The prospects for such changes are good and generally beneficial, but also point out where improvements are needed.
