1949年后的沿海态势人民解放军依靠缴获和接收的原国民党海军15艘舰艇,于1949年4月23日在江苏白马庙成立了专门的海军,使得此前一直依附于解放军华东陆军的舰艇部队成为独立的军种。这个日子正值发起渡江战役的第三天,中央军委很清楚南方不同于北方,在渡江之后地面作战行动将在大江大河纵横的辽阔地域进行,这些直通外洋的江河能够被蒋介石集团海军用来进攻解放军侧翼和后方,使得军事行动受来自濒海方向的威胁程度激增。因此最初组建的这支海军部队目的在于配合解放军南下的作战行动,掩护地面部队的濒海侧翼。这也是当时这支弱小的海军部队力所能及的战役目标。
