退耕还林工程是实施西部大开发和可持续发展战略的重要组成部分,是改善生态环境、调整农业产业结构、拉动内需、生态富民的切入点。根据国家安排,青海省退耕还林工程从2000年起开始试点,2002年全面启动。到今年6月底,全省累计退耕250万亩,荒山造林种草314万亩,实际完成退耕248.64万亩。一、青海省实施退耕还林的基本情况
