近年来我国进入了社会的转型期,在这个过程中出现了许多社会问题,本文就一部分公众因无法有效地进行利益诉求,而聚集起来并发动群体性事件这一问题来探讨政府如何有效应对。解决这一问题,必须以科学发展观为指导,发扬领导干部的优良作风,充分了解民意,让群众合法地进行利益表达,从源头上来避免群体性事件的发生。当然,建立健全突发群体性事件的应急机制也是必不可少的,一旦事件发生要有条不紊地处理问题,把损失和危害降到最低。 In recent years, our country has entered a period of social transition. During this process, many social problems have emerged. This article discusses how the government can effectively cope with the problem that some of the public are gathered together to launch mass incidents because they can not effectively pursue their interests. To solve this problem, we must take the guidance of the scientific concept of development as guidance, carry forward the fine style of leading cadres, fully understand public opinions, allow the masses to legitimately express their interests, and avoid mass incidents from the source. Of course, it is also essential to establish and improve a contingency mechanism for unexpected mass incidents. Once an incident occurs, we must tackle the problem in an orderly manner and minimize losses and harms.
