十六大报告指出:“贯彻‘三个代表’重要思想,必须把发展作为党执政兴国的第一要务,不断开创现代化建设的新局面”。可见,只有始终代表先进生产力的发展要求,紧紧抓住发展这个党执政兴国的第一要务,才能坚持党的先进性和发挥社会主义制度的优越性,才能真正落实发展先进生产力、发展先进文化,实现最广大人民的根本利益。
