背景《国际卫生条例(2005)》(英文简称IHR)第二条指出:卫生组织不鼓励采取对国际间交通和贸易造成不必要干扰的措施。成员国可以考虑采取除WHO建议以及IHR规定以外的国境限制措施,但之前一定要仔细权衡相关措施的合适与否与其可能造成的影响。
Background Article 2 of the International Health Regulations (IHR) states: WHO does not encourage measures to cause unnecessary interference with international traffic and trade. Member States may consider adopting border restrictions other than those recommended by the WHO and IHR, but carefully weigh the appropriateness of the relevant measures and their potential impact.
