在过去计划经济条件下,安全生产实行“国家监察、行业管理、群众监督”的安全管理体制。各企业的安全生产计划指标(如千人工亡率、千人负伤率等)和生产经营诸项指标都是上级行业主管部门下达的。而在前些年,上级部门实施加强企业管理上等升级活动中,安全生产指标又是六大指标中的否决性指标,其重要性自不待言。于是,企业为完成上级下达的年度安全计划指标或晋升入省级、国家级企业行列,采取了促进安全生产的措施,加强安全管理,使安全工作得以稳定有序发展。与此同时,企业职工因工微伤指标这一称谓也应运而生并实际运作起来。为有效地控制职工因工微伤事故,各个企业分别采取了以2~4人次职工因工微伤作为一起职工因工轻伤事故来考核基层生产单位。
Under the planned economy in the past, the safety management system of “state supervision, industrial management and mass supervision” was implemented in safety production. All enterprises’ safety production planning targets (such as the one-thousand-person labor-mortality rate and the one-thousand-person wounded rate, etc.) and the indicators for production and operation are all issued by the competent department of higher level industries. However, in previous years, in carrying out the escalation of superior enterprise management by higher-level departments, the index of safety in production is also a negative indicator among the six major indicators, and its importance goes without saying. Therefore, in order to complete the annual safety plan targets issued by superiors or to advance into the ranks of provincial and state-level enterprises, the enterprises took measures to promote safe production, stepped up safety management and ensured the steady and orderly development of safety work. In the meantime, the title of the workers in the enterprise was also born and actually operated due to the index of minor injuries. In order to effectively control the workers due to minor injuries, all enterprises took 2 to 4 employees as their workers and their wounded as a result of minor injuries to assess the grass-roots units.
