随着美国总统奥巴马签署了制造业促进法案,美国的“再工业化”之路已经迈出了实质性的一步。与以往的克林顿、小布什政府忽视制造业的态度截然不同,奥巴马政府明确提出了“提振经济,重振制造业”的目标。这应是奥巴马政府重新认识金融业、房地产业等虚拟经济不足以支持美国经济重新复苏,制造业这样的实体经济才能对美国经济复苏起到坚实的推动作用后的最终选择。于此相对,奥巴马政府在备受谴责中插手拯救的通用汽车(GM)在今年2月销售量20.7万辆,比2010年增长了46%,比2009年增长了64%。这一增长也带动了美国汽车制造业的回升,今年2月美国汽车销售量较去年同期增长了6%,达到了1340万部,为旧车换现金推动计划结束以后的最高点,比2009年初美国三大车厂齐齐陷入困境时增长大约47%。通用汽车危机过去不仅仅意味着以其为首的美国汽车企业的新生,还推动了与其共生的供应商和相关企业的发展,卡特彼勒(Caterpillar)这类相关企业已经开始将向海外转移的生产重新转回美国,欧洲等发达国家的公司也开始对美国表现出明显的兴趣。而随着下一步飞机制造、发电设备、化工装备和电子设备等这样带动力极强的制造行业的复苏,美国制造业的吸引力还将会进一步加强,这样的产业恢复将有助于美国政府的医疗改革和社会保障网络,从而推动民众和经济学家支持重振制造业力度,最终会对中国造成巨大影响。
