互联网的高速发展与广泛普及使它对社会生活的影响力急剧扩大,由此引发了一系列仅靠技术规则和行业自律无法解决的问题。传统的对互联网“任其发展”的观点逐渐被各国摒弃,取而代之的是以政府为主导的“互联网治理”的实践。规范、协调互联网治理中的国家行为,明确各国在互联网治理领域的权利和义务,这是现代国际法在信息时代的全新使命。
The rapid development and widespread adoption of the Internet have dramatically expanded its influence over social life, resulting in a series of problems that can not be solved by technical rules and industry self-regulation. The traditional view that the Internet has “let its development” gradually be abandoned by all countries and replaced by the government-led “Internet governance” practice. It is the new mission of modern international law in the information age to standardize and coordinate state actions in Internet governance and clarify the rights and obligations of all countries in the field of Internet governance.
