随意给女性发送“荤段子”将有可能吃上官司。2005年12月1日起实施的《江西省实施〈中华人民共和国妇女权益保障法〉办法》对女性遭受的“性骚扰”内容作了较明确的规定,将性骚扰概念扩大到了肢体行为以外,并把“电子信息骚扰”列为“实施性骚扰”的方式之一。江西省在实施办法第36条款规定:“禁止违背妇女本人意愿,以语言、文字、图片,电子信息、肢体动作等形式对妇女实施性骚扰。有关单位应当采取有效措施预防和制止性骚扰。”同时,第55条款中规定:“违反本办法规定,对妇女实施性骚扰或者家庭暴力,构成违反治安管理行为的,由公安机关依法处理;情节轻微的,由行为人所在单位、村(居)民委员会对其给予批评教育,责令改正。”
