深度思考量化本是西方人擅长的思维模式,随着东西文化的交融,逐渐受到东方管理者的青睐。近两年,又因人们对 GDP 的畸形崇拜得以升温,具体表现为将本是对物质生产、工程技术和科学实验的定量管理引入到社会管理体系中,其结果是公众的不解与质疑。这不是对量化管理的否定,只是想表明:过分地迷信量化就会走进另一个误区,产生偏失;正如下厨做饭,油盐酱醋,都过天平和量杯,这菜怎么炒,不误事儿才怪?量化是一种科学的管理手段,是一本好经,是目标管理的尺度。可这经怎样念才能解决问题,关键在运用时,是否充分地考虑到我国现行的体制环境,这种环境对管理者的监督是否行之有效。没有这层保障,量化的作用如何发挥?再者,我们是不是也可以借鉴新闻学中的5个“W”和1个“H”。即 WHAT,什么:目标确定后,要充分考虑哪些事情要先做,哪些任务要个别处理,哪些结果离目标最近?WHO,谁:谁最适合执行或谁应该参与这项任务?WHY,为什么:任务或工作的目标、动机?WHICH,用什么:使用哪些方法完成任务?WHEN,何时:何时开始工作、何时达到目标?HOW,如何:应该如何执行任务?将这些问题处理好,才算是建立了一个有效率、有成效的量化管理体系,才能最终实现目标管理。
