建省办经济特区以来,海南坚持“科学技术是第一生产力”的思想和“经济建设必须依靠科学技术进步,科学技术工作必须面向经济建设”的基本方针,紧密围绕海南经济建设和社会发展中的重点、热点、难点问题,以加速科技成果向现实生产力转化为重点,大力组织实施科教兴琼战略和可持续发展战略,取得了显著成效。至1996年底,全省国有独立自然科学研究机构已发展到187家,民办科技企业501家,拥有各类专业技术人员17.98万人,其中,具有高级技术职称的5,646人,中级职称的41,756人,初级职称的12,451人,其他7,389人。至1997年底,全省共组织实施国家级、省级各类科技计划项目886项,其中,科技攻关计划项目387项,星火计划项目115项,火炬计划项目112项,重点科技成果推广项目37项,自然科学基金资助项目243项。取得重大科技成果492项,其中获得国家科技奖励的23项,获省部级科技奖励的469项。
