无论是从生态中国构建的机制、动态过程还是从其目标的实现角度看,生态中国构建都需要政府与民众的互动合力而为。在生态社会建设发展过程中,政府与民众的互动存在的问题,主要表现为民众在生态环境公共决策中的参与缺失或是生态责任意识淡薄,政府在生态政治建设中仍发挥着控制型的作用,政府的生态治理能力跟不上生态社会建设的需要等。协调两者矛盾是推动生态中国建设的根本力量。主要途径是转变政府职能,使政府在生态政治建设中变控制者为制度下的服务者;改善生态文明建设的治理结构,提高民众生态政治建设的参与度。

To coordinate the contradiction between the two is the fundamental force to promote the building of eco-China. The main approach is to change the functions of the government so that the government can change the controller in the construction of ecological politics into a service under the system; improve the governance structure of ecological civilization construction and increase the participation of people in ecological and political construction.
