前几年,社会上突出企业家作用,忽视职工的作用,由此产生了消极影响,职工有怨言,有抵触情绪。针对这一实际情况,我们工会用历史唯物主义指导工作,一方面强调企业的社会主义方向,职工的主人翁作用;另方面指出,现代化大企业离不开厂长的权威。厂长与职工在企业目标和根本利益上是一致的,厂长要尊重、关心职工;职工也要理解、支持厂长。基于这一认识,我们提出建立“厂长与职工利益共同体”的方案。它的主要内容是:厂长根据上级指示与职代会决议,分解任期目标到各部门乃至岗位,职工执行厂长的生产指令按时完成任务,享受规定的报酬以及各种福利待遇。对此,厂长应在国家政策许可的范围内予以落实。职工通过职代会及工会对厂长实施监督。这个方案经过职代会反复讨论、修改通过后,举行隆重的“利益共同体”签字仪式。厂长对广大职工热情支持自己的工作表示由衷的感谢,而职工对厂长贴近群众、讲求实效又相当满意。
A few years ago, the role of entrepreneurs in the community was highlighted and the role of staff and workers was neglected. As a result, the negative impact was produced. Employees complained and contradictory feelings were caused. In view of this actual situation, our trade unions guided the work with historical materialism. On the one hand, we emphasized the socialist direction of the enterprise and the mastership of the staff and workers. On the other hand, we pointed out that the modernized large enterprises can not do without the authority of the factory director. Directors and employees in the business goals and fundamental interests are the same, the director should respect and care workers; workers have to understand and support the director. Based on this understanding, we propose to establish a “factory manager and employee interest community” program. Its main contents are as follows: According to the instruction of the supervisor and the resolution of the worker’s congress, the director decomposes the term of office to all departments and posts, and the production instructions of the employee executive director complete the tasks on time and enjoy the prescribed remuneration and various benefits. In this regard, the director should be within the national policy permit to be implemented. The workers supervise the director through the workers’ congress and trade union. This program after repeated discussions of the Workers’ Congress, after the amendment was passed, held a solemn “interest community ” signing ceremony. The director expressed his heartfelt gratitude to the workers and staff who enthusiastically supported their work. However, the staff members were very satisfied with the factory manager’s closeness to the masses and stressing practical results.
