1928年Н.П.普捷列夫斯基教授初次在水工建设中提出了一个新的问题——关于在砂性土壤和粘性土壤的地基上,用细粒材料筑造的溢流坝体结构。Н.П.普捷列夫斯基教授的坝体结构比混凝土坝的主要优点之一是经济——筑坝材料价廉,及在工地上运送简便。通过坝顶溢流的可能性已经全部或部分地摆脱了建造高价的泄水建筑物的必要。因此,也就使建筑物枢纽的布置大大地简化,节约了稀有的建筑材料(水泥,钢筋)以及其他。采用Н.П.普捷列夫斯基教授提出的溢流坝体结构,可以为国民经济提供相当经济的效益。至于建筑物的可靠性已完全被基辛斯克(Тишинской)堆石溢流坝的长期工作所验证,该坝是按照Н.П.普捷列夫斯基教授的建议筑于阿尔泰山区((Алтае),并挡水H=10公尺。
