吉首多山,群山连绵,重重叠叠,莽莽苍苍,望无边际。特殊的地理地貌造就了如矮寨大桥、德夯峡谷这样的旷世奇观的同时,也给当地人们的生产生活带来了诸多的不便与烦忧。在吉首市矮寨镇东部,距市区25公里的地方,就有这样一个高寒山区贫困村——家庭村。家庭村坐落在海拔700多米的高山台地之上,曾经因为交通闭塞,严重制约了这方土地的经济社会发展。除了交通,家庭村的其他情况也不容乐观。因为这里属于高寒山区,地表渗水严重,耕地多为坡耕地,当地百姓用“田干等望雨落下,栽秧只靠泉水养”来形容当地的生产生活条件之艰苦。由于没有农田灌溉设施,没有水
