《全国总书目》是一部集全国出版物之大成、具有图书年鉴性质的综合性图书目录。它作为我国的图家书目,比较全面、系统地记录了建国以来每一年出版的各类图书,反映了历年我国图书出版的概貌,是图书馆。出版、发行、科研等业务部门工作必备的资料性工具书。《全国总书目》系出版界老前辈、原中央人民政府出版总署署长胡愈之同志等亲自倡议编纂。解放初期,由新华书店总店编刊室负责编纂,主要收录新华书店发行和经销的图书,同时选录部分私营书店图书,出版了1949-1954和1955年两部《全国总书目》。从1956年起,《全国总书目》的编辑工作改由中国版本图书馆承担,按年度每年编印一本,在“文革”期间,曾一度中断编纂,后来将1966～1969年的合编为一本。为了加速编纂步伐,1990-1995年《全国总书目》将在近两年内陆续出版。
