香港的政制设计清晰地显现出民主政治的轮廓,但在实际运作和改革中,就立法会议员和行政长官的普选问题却纷争不断。中央政府与香港民主派就香港民主政制精神解读存在争议。对香港政制究竟应采行何种民主模式,中央政府在立法行政制衡配合制、行政主导制之间未下定论,对香港其他改革选项则持开放态度。虽然民主理念之间的碰撞在其中扮演了重要角色,但更重要的是,香港政制并非首要地在于遵从某种特定的民主理念,而是在于满足某种“非政治化”的理念,其运作及其改革都要经受这一理念的考验。
The constitutional design of Hong Kong clearly shows the outline of democracy. However, in actual operation and reform, the issue of universal suffrage for Legislative Council Members and Chief Executives has become increasingly contentious. There is a dispute over the interpretation of the spirit of democracy in Hong Kong between the Central Government and Hong Kong democrats. What kind of democratic model should be adopted for Hong Kong’s constitutional system? The central government has not yet decided between the legislative system of checks and balances and the system of executive dominance, and is open to other reform options in Hong Kong. Even though the clash between democratic ideas has played an important role in this regard, what is more important is that the constitutional system in Hong Kong is not primarily based on the observance of a particular democratic concept but on the idea of satisfying some kind of “non-politicization” Its operation and its reform have to withstand the test of this concept.
