研发企业的生存问题是中国创新驱动发展战略实施的关键,不过鲜有研究关注过这一问题。本文率先系统性地考察知识产权保护对中国研发企业生存风险的影响。研发发现:首先,目前宽松的知识产权保护政策是中国研发企业生存风险偏高的一个重要原因,知识产权保护水平的提高能够降低中国研发企业的生存风险,每增加一个单位的知识产权保护水平可以降低研发企业22.57%的生存风险。如果将研发企业生存的行政因素排除在外,那么知识产权保护对研发企业生存的边际效应会提升到28.33%。其次,研发收益是知识产权保护和生存风险之间的完全中介因子,研发收益率低所造成的研发企业“不愿”创新可能是中国研发企业生存风险高的症结。最后,知识产权保护仅能够对实质性创新企业的生存风险产生影响,而对研发行为扭曲的策略性创新研发企业的生存风险影响程度极低,而且这两者相关关系是不显著的。此外,如果中国执行严厉的知识产权保护政策,那么政府应当首先纠正研发企业在研发行为上的扭曲。
The survival of R & D enterprises is the key to the implementation of China’s innovation-driven development strategy, but few studies have paid attention to this issue. This paper takes the lead in systematically examining the impact of IPR protection on the survival risks of R & D firms in China. R & D found that: First of all, easing intellectual property protection policy is an important reason for the high risk of survival of R & D enterprises in China. Increasing the level of protection of intellectual property rights can reduce the risk to survival of R & D enterprises in China. For each additional unit, the level of intellectual property protection Reduce R & D enterprises 22.57% of the survival risk. If the R & D enterprises to survive the administrative factors excluded, then the marginal effect of intellectual property protection on the survival of R & D enterprises will be increased to 28.33%. Second, R & D proceeds are a complete intermediary between intellectual property protection and survival risk. R & D firms ’’ reluctance ’’ innovation caused by low R & D rates may be the crux of high survival risk for R & D firms in China. Finally, the protection of intellectual property rights can only affect the survival risk of the substantive innovative enterprises, while the impact on the survival risks of the strategic innovative R & D enterprises with distorted research and development performance is very low, and the correlation between the two is insignificant. In addition, if China enforces stringent intellectual property protection policies, the government should first correct the distortions of R & D firms in R & D activities.
