人才在促进企业发展过程中具有基础性、战略性、先导性作用。搞好“十二五”期间的人才强企工作,全面提升企业国际竞争力,保障国家石油安全,是我国石油企业的一项重要任务。本文在对人才强企内涵进行比较综合分析的基础上,根据“人才强国”的研究成果提出了人才强企的衡量指标和比较标准。并对石油企业当前推进人才强企面临的国际国内形势作了分析,就“十二五”期间如何进一步推进人才强企工作提出了建议。
Talent plays a fundamental, strategic and leading role in promoting the development of enterprises. It is an important task for China’s petroleum enterprises to do a good job in strengthening their workforce during the 12th Five-Year Plan, to enhance their international competitiveness in an all-round way and to ensure the national oil security. Based on the comparative analysis of the connotation of talent strong enterprise, this paper puts forward the measurement index and comparison standard of strong enterprise based on the research results of “Strong nation with talent”. It also analyzes the international and domestic situations that oil enterprises are currently facing in strengthening their workforce and puts forward suggestions on how to further promote the work of strengthening their workforce during the 12th Five-Year Plan period.
