钱学森在《时事报告》1992年第3期撰文建议,中国科技界单项的成果都很了不起,但就是集体这个力量发挥不出来,既然看清楚这个问题,我就建议中央考虑,为了迎接21世纪,我们要总结国外的经验和我们自己的经验,建立科技业。什么叫科技业?科技业不是取代我们现在已经存在的各研究所、研究集体、中国科学院、中国社会科学院这些组织,而是要把他们的成果组织起来。用组织起来的手段,协调 Qian Xuesen pointed out in the Current Affairs Report, No. 3, 1992, that the achievements made by the Chinese science and technology sector alone are remarkable.
