“高薪养廉”的经济学含义,是提高腐败的机会成本以防止腐败。付出的成本是“高薪”,得到的收益是政府官员、公务员的“廉洁”。这一办法在有些国家(比如新加坡)实行得较为成功,有学者以此为据,主张在我国也推行“高薪养廉”。 然而,目前我国并不具备实行高薪养廉的基本前提条件。 要实行“高薪养廉”,首先应具备两大基本前提:(1)维持文官系统的适度规模;(2)政府职能合理化、规范化。维护文官系统的适度
The economic meaning of “high salaries and good countenance” is to raise the opportunity cost of corruption so as to prevent corruption. The cost paid is “high salary”, and the benefit received is the “integrity” of government officials and civil servants.
