森林资源的经营管护责任制是我国林业改革的重大创新与举措,具有重要的现实意义,它是有效保护和培育森林资源的需要,是有效开发林下产品和增加林农收入的需要,是有效预防森林火灾和病虫鼠害发生的需要。黑龙江省实施森林资源管理经营责任制以来,积累了一定的实践经验,概括为:合理区划、合理分配管护区、完善合同、建立健全经营档案、“严管”与“放活”相结合等,在实践中不断提升森林资源经营管理水平。
