西部大开发以来,自治区高度重视人才工作,围绕人才的稳定、培养和吸引三个环节,加大人才开发和干部人事制度改革的力度,逐步建立健全了符合新疆实际的人才工作政策环境,初步形成了人才工作与经济社会发展紧密结合、统筹规划、协调发展的运行机制。新疆人才队伍建设现状截止2003年底,新疆人才资源总量130万人,占全区人口总数的6.7%,比1999年增加15万人,提高了0.23个百分点。
Since the large-scale development of the western region, the autonomous region has attached great importance to personnel work. Around the three aspects of talent stability, training and attraction, the autonomous region has stepped up the reform of talent development and cadre personnel system and gradually established and perfected a policy environment for personnel work that is in line with Xinjiang's reality. Talent work and economic and social development are closely integrated, overall planning, coordinated development of the operating mechanism. As of the end of 2003, the total talent resources in Xinjiang totaled 1.3 million, accounting for 6.7% of the total population in the region, an increase of 150,000 from 1999, an increase of 0.23 percentage point.
