1937年“七七”事变,抗战爆发,日寇侵占平、津后,气势汹汹,铁蹄沿津浦线南下,同年10月攻陷德州,济南震动。11月15日,日军攻占了黄河北岸的鹊山,逼近济南。12月23日,日军分东、西两路由济阳、齐河渡过黄河,济南垂危。这时,第五战区副司令、山东省政府主席韩复榘不战自退,弃城而逃,率10万大军撤至鲁西南金乡、单县、曹县一带。12月27日济南沦陷。
