气象导航业务部门常遇到跨洋拖曳船坞、浮式起重机、海上浮动车间、钻井平台以及小吨位船舶等服务项目。这些浮体有的缺乏自航能力,有的虽有自航能力,但航速很低,继航能力也很差,不得不借助拖轮来实施航渡。在拖曳过程中,整个船队航速很慢,而跨洋航行距离极远,因而总的航行时间相当长。船队在这样漫长的航线上长时间航行,往往避不开一系列不良天气条件的袭击,从而给船队造成许多困难,有时会迫使它们滞航,甚至发生海损。
Meteorological navigation business often encountered transoceanic towed docks, floating cranes, offshore floating workshop, drilling platforms and small tonnage ships and other services. Some of these floating bodies lacked the capability of self-propulsion. Although some of them had self-propelled capabilities, the speed was very low and the succession capability was also poor. They had to resort to tugboats to carry out navigation. During the towing process, the entire fleet had a very slow speed and far-reaching voyage across the oceans, resulting in a considerable length of voyage. The long voyages of a fleet on such a long route often avoid being hit by a series of adverse weather conditions, causing many difficulties to the fleet and sometimes forcing them to sail or even make an exception.
