病案管理工作是实施医院管理,评价医院工作质量、效率、进行工作预测和决策的基础。目前,我国各级医院中的病案管理机构,绝大多数属于机关管理科室,而不属于医技科室。笔者认为无论从病案管理的属性看,还是从管理手段和对管理人员所需求的技能上看,病案管理机构应该属于业务院长领导下的独立的医技科室。 病案作为服务于临床医疗、科研、教学等特有的医疗资源,可以反映出各时期、各阶段的医疗技术水平。病案作为可以共享的医学资料和作为医疗证明对于患者的再治疗、医疗法律鉴定、医疗保险等也起到举足轻重的作用。随着医学科学的不断发展,医疗技术水平亦在不断地提高。医学高速公路的建设、远程医学的运用,使用病案再治疗的机会逐渐增多。医 Medical record management is the basis for implementing hospital management, evaluating hospital work quality, efficiency, and forecasting and decision making.
