1990年8月31日,15号台风从嘉定肆虐而过,地处城乡结合部的长征、桃浦、江桥三乡分别降雨228、197、215毫米,1.3万亩菜田遭严重受淹灾,估计直接损失在200万元以上。长征、桃浦、江桥是上海北片的主要菜区乡,三乡受灾,对本市的蔬菜供应带来了较大的影响。痛定思痛,认真分析这次暴雨成灾的原因和教训,有利于搞好当前正在进行的菜区和乡村水利规划;有利于引起各级领导和有关部门对水利建设的重视;有利于促进蔬菜生产,更好地为菜篮子工程服务。嘉定县三乡万田亩菜田受淹主要有以下几方面原因造成:
