我军自1949年入闽以来,部队一直担负着守卫海防,战备训练 ,国防工程建筑及支援社会主义建设等繁重任务。由于任务的需要,部队调动频繁,驻扎分散,又多处于野营状态。九年来,我军各部队驻区虽然气候温暖,交通方便,山林茂密,有良好的自然条件,但其环境卫生很差,牲畜饲养于室内,畜粪满地,沟渠迂迴,野草丛生,积水常存,极利于蚊虫的孳生,故蚊虫密度甚高且终年常存,致使居民患瘧率高达64%(1953-1957年的调查)。我军在入闽的初期由于防蚊设备简陋,防瘧常识缺乏,药品不足,部队又处于急速南进,而致全体指战员极度疲惫,因而瘧
